Wildfire In Northern California

A wildfire is burning out of control in Northern California. Cal Fire says the "Oak Incident" has burned 270 acres and is 30%?contained.

It's happening in Fort Jones California, near McAdams Creek and Oak Hill Lane. Officials say 6 to 8 homes are threatened by flames. No evacuations have been issued at this time (7:11 p.m. Thursday).?

4 air tankers and multiple helicopters are fighting from the air, and more than a hundred firefighters are working on the ground. Cal Fire first responded at 2:50 p.m.

At 7:15 p.m., Cal Fire was quoted as stating the cause of the fire was an "escaped debris burn", meaning a burn on someone's property got out of control and spread quickly.?

First-ever deep-space telescope to hunt dangerous asteroids

The private space telescope forms the heart of Project Sentinel, a deep-space mission being unveiled today in Mountain View, Calif., by a nonprofit group of scientists and explorers that advocates better space rock monitoring.

The hunt is on. A group of scientists has banded together to build the world?s first privately funded deep-space telescope, to hunt for asteroids that could pose a major threat to Earth.

The?private space telescope?forms the heart of Project Sentinel, a deep-space mission being unveiled today (June 28) in Mountain View, Calif., by the B612 Foundation, a nonprofit group of scientists and explorers that has long advocated the exploration of asteroids and better space rock monitoring.

Project Sentinel involves the development of a super-snooper telescope that would be placed in orbit around the sun. The goal, foundation officials say, is to create the first comprehensive dynamic map of our inner solar system.

That map would yield a lively look at the present and future locations and trajectories of?near-Earth asteroids, paving the way to protecting the Earth from future impacts and opening the solar system to future exploration. [Sentinel Space Telescope's Asteroid Mission (Pictures)]??

Ed Lu is B612 chairman and CEO, a former NASA astronaut who has flown on the space shuttle and Russia's Soyuz capsule and lived aboard the International Space Station.

"The reason we?re doing this is because we can!"Lu told SPACE.com

Private organizations can now carry out awe-inspiring and audacious projects that previously only governments could accomplish, Lu said.

"So it isn?t crazy to think of a large telescope being funded privately. In fact, historically, that has been the way large, private?telescopes here on Earth?have been funded. The exception here is that rather than being on the Earth, this one is orbiting the sun," Lu said.

A lot of work has gone into shaping Project Sentinel over the last year, Lu said. Akin to the architectural plans for a building, he said, a preliminary spacecraft and mission design is complete.

"This isn?t a viewgraph," Lu added."What we?ve built is the best technical team on this planet."

A firm fixed-price proposal to carry out Project Sentinel has been submitted by Ball Aerospace of Boulder, Colo., enabled in part by early infrared-detector work funded by B612.

No stranger to big space scopes, Ball Aerospace is the technical sparkplug behind such NASA-sponsored spacecraft as theplanet-hunting Kepler mission?and the infrared Spitzer Space Telescope.

Under a NASA Space Act Agreement signed with B612, the space agency will provide Deep Space Network communications and tracking as well as technical support.

Hunting asteroids for all mankind

Project Sentinel would complete its near-Earth object (NEO) survey work in 5.5 years.

"The line in the sand is for the spacecraft to find 90 percent of near-Earth objects larger than 140 meters [459 feet] in size. That translates into approximately a 100-megaton explosion should one hit the Earth," Lu said. "If we go as long as we think we?re going to go, we?re also going to find the vast majority of Tunguskas, too." [7 Strangest Asteroids in the Solar System]

The Tunguska River in remote Siberia was the site directly under a huge explosion in 1908, an air burst of a large meteoroid or comet fragment estimated to have flattened more than 80 million trees over 830 square miles (2,150 square kilometers).

According to B612, only about 10,000 of the more than half million asteroids ?larger than the?1908 Tunguska asteroidwhose orbits cross Earth?s orbit have been discovered and tracked.

Project Sentinel would find and road-map Earth-bound asteroids with sufficient warning time ? years to decades ? to enable deflection missions.

This all adds up to an awe-inspiring project for the global good, the B612 NEO team said.

Space telescope price tag

What?s the cost to build the Project Sentinel telescope?

"We can?t disclose the final price, but I can give you a ballpark of a few hundred million dollars. Which is, I think, a factor of several less than what NASA could do this for," Lu said.

To foot the bill for Project Sentinel, a worldwide fundraising campaign is being implemented, including outreach to citizens around the globe.

"Our constituency is everybody," said B612 spokeswoman Diane Murphy.

"If you think about it, what we are is a small capital campaign," Lu said. "At any given time in the United States, there?s probably a hundred fundraising campaigns larger than this ? for symphony halls, museums, performing arts centers."

Data pipeline set

As now forecast, Project Sentinel would be launched in 2016 aboard a?SpaceX Falcon 9 rocket, Lu said. The spacecraft operations center is to be based at the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado, Boulder.

Project Sentinel would require a gravity slingshot off Venus to enter solar orbit. Data relay would be carried out through the NASA Deep Space Network. Data analysis ? identification of NEO threats ? is to be handled through an existing data pipeline at the Minor Planet Center in Cambridge, Mass., and the NASA Jet Propulsion Laboratory in Pasadena, Calif.

"When you stand back from this, ? this is like the whole issue of mapping the U.S, and almost everything else that precedes real development and exploration," said former astronaut Rusty Schweickart, B612 chairman emeritus, who was the lunar module pilot on the Apollo 9 mission.

"The meta-view of what we?re doing ? is mapping the Earth, sun, the inner solar system ? the Earth Territory, if you will," Schweickart said. That, he said, would pave the way toward protecting the Earth from impacts and opening the solar system to exploration. ??

Legacy space systems

"An exciting aspect of Ball?s role on Sentinel is leveraging sophisticated technology developed under the Deep Impact, Spitzer, and Kepler missions for the B612 Foundation," said John Troeltzsch, the company?s Sentinel Program manager.

Troeltzsch told SPACE.com the aerospace firm will reuse deep-space elements the company helped pioneer. For the privately funded mission, that could include the science-downlink technology flown on Kepler and the cryogenic thermal-isolation system from the?Spitzer Space Telescope.

The Sentinel ground system will build on the system in daily use by the Kepler mission, which is supplied to Ball by the LASP at Colorado-Boulder.

"Ball has been working on the mission concept for a?NEO survey mission?like Sentinel since 2005. This has allowed us to refine and iterate the design to a state of maturity that supports a commercial offering to B612," Troeltzsch said. "Although there are challenges in front of us, like the development of the focal plane detectors, the overall system is based on proven, high-heritage systems."

Troeltzsch said it?s not every day you can have fun working on a powerful space telescope and help protect the planet at the same time.

?Sooner or later one of the NEOs that Sentinel will discover will end up on a?collision course with the Earth. I am sure that my kids and grandkids will appreciate the foresight B612 has shown in sponsoring this mission to help protect us all,? Troeltzsch concluded.

Judges in The Hague acquitted Radovan Karadzic of one count of genocide on Thursday, but left 10 other war crimes and genocide charges standing against the former Bosnian Serb leader.?

Judges said prosecutors had not presented enough evidence to support the genocide count covering mass killings, expulsions and persecution by Serb forces of Muslims and Croats from Bosnian towns early in the country's 1992-95 war.


However, they rejected defense motions to dismiss 10 other charges that included the 1995 killing of 8,000 Muslims in Srebrenica, Europe's worst massacre since World War II.?

Karadzic was leader of the Bosnian Serb government during the three-year war that raged in Bosnia from 1992 after the break-up of Yugoslavia.?

He was indicted for war crimes and genocide by the International Criminal Tribunal for the former Yugoslavia in 1995 and brought to The Hague 13 years later. His trial, under way since 2009, continues later this year with the opening of his defense case.?

Conflict Kitchen serves up a dish of world affairs

Cuban food is currently on the menu at Conflict Kitchen in Pittsburgh, Pa.

When world affairs heat up, so does the menu in an unusual little corner of Pittsburgh, Pa.

Welcome to Conflict Kitchen, a restaurant that only serves food from countries that have drawn the ire of the United States. The goal? To get people talking about the places they may only know from ominous headlines.


Co-founded in 2010 by artists Dawn Weleski and Jon Rubin, the takeout eatery reincarnates itself every six months or so to focus on the cuisine of a different nation with which the U.S. is in conflict.

?The idea of using food was very natural???it?s obviously the way in which many people are introduced to cultures that they might not be familiar with,? said Rubin, who is also a professor at Carnegie Mellon University.

?[But] in many ways, the food is just the excuse for the conversation.?

In the mood for something Iranian? The restaurant?s first reincarnation featured kubideh ??a flatbread sandwich with spiced ground beef and fresh basil, mint and onion.

Curious about Afghan fare? Patrons of Conflict Kitchen?s second version indulged in bolani ??a turnover filled with either?pumpkin, spinach, lentils, or potatoes and leeks.

Hungry for a taste of Venezuela? The third reopening featured homemade arepas, or grilled corn cakes stuffed with either cheese, chicken and avocado salad, or black beans.

And this month, Conflict Kitchen unveiled its Cuban edition, dishing up lechon asado?(roast pork) and yuca con mojo?(boiled yuca in garlic sauce).

The unusual concept and bright storefront by graphic designer Brett Yasko have caused a stir among the local lunch crowd.

?It?s kind of built to grab your attention and that was pretty clear from the get go,? said Ryan Coon, a spokesman for The Sprout Fund, one of several Pittsburgh civic organizations helping to financially support the project and its mission to start a conversation.

?So there?s a strange, unexpected experience that people have in that community.?

The menu is developed with the help of expatriates from each featured country who also instruct the restaurant?s chef on the nuances of cooking the dish. A typical meal costs $5 and comes nestled in a colorful wrapper that features interviews with people who live in the country in question. Patrons are encouraged to ask lots of questions and engage with the staff ??Rubin likes to hire ?expert conversationalists? ??and one another.

?We?re not a foodie boutique restaurant. We?re definitely just a street-food restaurant that wants to make it very accessible to a wide segment of the public,? Rubin said.

For the Cuban edition, he traveled to the island nation to taste its culinary offerings for himself. It was there that he received some unlikely help for the North Korean edition of Conflict Kitchen he hopes to open down the road.

While exploring Havana, Rubin came upon the North Korean embassy and decided to ring the doorbell. When an attach? came out, Rubin asked him about the region?s traditional dishes.

The discussion never touched on the chronic food shortages that have led to prolonged malnutrition and starvation in the communist country, but the attach? explained North Korean fare isn?t that different from what?s served in South Korea, Rubin recalled.

One item Conflict Kitchen is considering for its menu: cold buckwheat noodle soup.

?The North Korean version is obviously going to be very controversial,? Rubin said. Already, critics have asked whether the eatery would serve the same meager portions as might be expected in North Korea, but Rubin said he?s not trying to recreate the experience of being there.

For now, the staff is focusing on relocating the restaurant to a more prominent location in downtown Pittsburgh at the end of the summer with more exposure to locals and visitors.

Binge eating improves with deep brain stimulation surgery

ScienceDaily (June 25, 2012) ? Deep brain stimulation reduces binge eating in mice, suggesting that this surgery, which is approved for treatment of certain neurologic and psychiatric disorders, may also be an effective therapy for obesity. Presentation of the results took place June 25 at The Endocrine Society's 94th Annual Meeting in Houston.

"Doing brain surgery for obesity treatment is a controversial idea," said the study's presenting author, Casey Halpern, MD, a fifth-year neurosurgery resident physician at the University of Pennsylvania, Philadelphia. "However, binge eating is a common feature of obese patients that frequently is associated with suboptimal treatment outcomes."

Currently the U.S. Food and Drug Administration has approved deep brain stimulation for use in various conditions that affect the brain, including Parkinson's disease and essential tremor. The procedure does not destroy any part of the brain and typically does not cause pain, Halpern said.

Available treatments of obesity may inadequately address the neural basis of this compulsive overeating behavior, he suggested. A region of the brain called the nucleus accumbens is known to be dysregulated in both rodents and people who binge eat. Therefore, Halpern and his co-workers targeted that brain region with deep brain stimulation in a strain of obesity-prone mice.

The surgery involved implanting an electrode in the nucleus accumbens. Wires connected the electrode to an external neurostimulator, a device similar to a pacemaker. When switched on, the stimulator triggers the electrode to deliver continuous electrical pulses to the brain.

After recovery from surgery, the mice received high-fat food at the same time every day for one hour, and the researchers measured their food consumption. Binge eating was defined as consuming 25 percent or more of the usual daily caloric intake during this period.

For one week, mice consistently binged, eating almost half of their daily calories during this one hour, the authors reported. Then on alternating days, the investigators turned on the stimulator. On the days that deep brain stimulation was administered, or "on," the scientists observed a significant (approximately 60 percent) decrease in consumption of the high-fat diet. On the alternate days when they turned off the stimulator, binge eating returned, Halpern said.

The researchers then studied how deep brain stimulation might work to improve binge eating. With medications, they blocked various receptors of dopamine neurons, or nerve cells. Dopamine is a brain neurotransmitter, a chemical messenger, whose release in the brain is linked to the desire for rewarding behaviors such as eating high-fat food, according to Halpern.

Only one of the medications had an effect. Raclopride, which blocks the type 2 dopamine receptor, weakened the beneficial effect of deep brain stimulation by 50 percent.

Their results, Halpern said, showed that "at least one way that deep brain stimulation functions to suppress binge eating might be by modulating activity of neurons expressing the type 2 dopamine receptor."

DONETSK, Ukraine (AP) -For Spain it's more about stopping one man, while for Portugal it will be about containing a whole team when the sides meet in Wednesday's European Championship semifinal.

While Cristiano Ronaldo holds the keys to Portugal's chances of taking a step closer to a first major trophy, Spain's charge toward an unprecedented third straight tournament title is anchored in selfless teamwork.

Spain simply does not need a Ronaldo, Portugal desperately does.

After a difficult start to the tournament, Ronaldo has stepped up when it matters, scoring three goals in the last two games to move Portugal within touching distance of its first final since Euro 2004, where it lost on home soil to outsider Greece.

This time, Portugal will be very much the outsider at the Donbass Arena in Donetsk.

"We have to be ourselves and not change the way we play just because we're going to face the reigning World and European champion," Portugal defender Joao Pereira said. "We're going to play our own game."

That is more than France did in last Saturday's quarterfinal, when it tried to stifle Spain at the expense of its own ambition, and meekly lost 2-0.

Meek is not a word often associated with Ronaldo, whose 86 league goals in the past two seasons with Real Madrid make him the only player who comes close to rivaling Barcelona superstar Lionel Messi.

Although Portugal has another skillful player in winger Nani, the team is under no illusions how to play: with fast breaks and by getting the ball up to Ronaldo as quickly as possible.

"Our weapons are not a secret," midfielder Custodio said. "Will this be Portugal's year? I hope so."

Portugal beat Spain 4-0 in a friendly match in November, 2010 - Spain's heaviest defeat since winning the World Cup.

But only victory on Saturday will heal the wounds from Portugal's ill-tempered 1-0 loss to Spain in the second round of the World Cup two years ago - in which Spain shackled Ronaldo.

Spain will be confident of doing so again, with four of Ronaldo's teammates likely to be playing - goalkeeper Iker Casillas, Sergio Ramos, Xabi Alonso, and Alvaro Arbeloa.

The three Madrid players for Portugal are Ronaldo, Pepe and Fabio Coentrao.

"I've spoken to (Portugal's Madrid players) and the three of them look very good," Alonso said. "They've carried over their club form into the tournament."

Throw in Spain's five Barcelona players - Andres Iniesta, Xavi Hernandez, Gerard Pique, Sergio Busquets and Cesc Fabregas - and the match has all the elements of being a mini-Clasico.

Whether Pepe can keep his sometimes dangerous tackling under control may prove crucial to Portugal's chances.

The Spanish have dominated possession in every match, but have yet to provide the sparkling football many observers expect.

Asked whether Spain's suffocating ball-retention and relentless closing down is making it a boring team to watch, Alonso says "that is (the press) opinion. We're confident in how we play and we're not going to change our style.

"We're very confident and secure in how we play," the midfielder added. "(Coach Vicente del Bosque) gives us a lot of liberty, he has a lot of faith in us, so we will continue this way."

Alonso, who scored both goals against France, expects a close contest against the Portuguese.

"Most of our two teams remain the same as two years ago. Portugal is riding high after reaching the semifinals," he said. "It's going to be a tough game."

But the measure of Spain's confidence is that they won't be forced into significant changes just because Ronaldo's playing.

"We can make small adjustments sure," Alonso said. "But playing as a team is the best way to stop any player."

Experimental insulin drug prevents low blood sugar

ScienceDaily (June 25, 2012) ? An experimental insulin drug prevented low blood sugar among diabetic patients more often than a popular drug on the market, a new study finds. The results were presented June 24 at The Endocrine Society's 94th Annual Meeting in Houston.

Nearly 26 million people in the United States have diabetes, which can cause blood sugar, or glucose, to climb to dangerously high levels. While treatment with the hormone insulin can help control blood sugar, it sometimes leads to abnormally low levels, or hypoglycemia. Symptoms of low blood sugar include headaches, tremors, and even seizures, so it is critical to develop medications that control blood sugar without causing extreme drops.

"Diabetes is an increasingly common disease, and many patients fail to achieve their treatment goals due to a fear of hypoglycemia," said lead investigator Daniel Einhorn, M.D., medical director at Scripps Whittier Diabetes Institute, and clinical professor of medicine at the University of California San Diego. "This puts them at risk of developing diabetes complications."

While both medications in this large-scale analysis decreased blood-sugar concentrations, the experimental drug, degludec, caused fewer incidents of low blood sugar, especially at night-time, compared to glargine. Overall, low blood-sugar levels occurred 14 percent less often among degludec patients than among those receiving glargine, also known as Lantus. At night, low blood sugar occurred 37 percent less often among degludec than glargine recipients.

Sixteen weeks after the study, degludec patients had even fewer incidents of low blood sugar. During this maintenance period, the condition occurred 21 percent less frequently, overall, and 43 percent less often at night. No major complications were reported.

"This study suggests that blood glucose can be effectively lowered by degludec, with a lower risk for hypoglycemia compared to currently available insulins," Einhorn said. "It is therefore possible that treatment with degludec can improve patient outcomes by limiting the side effects associated with insulin use."

Investigators analyzed data from seven separate clinical trials. Two of these trials focused on type 1 diabetes, in which the body produces insufficient insulin to control blood-sugar levels. The other five trials examined the most common form of diabetes, known as type 2, in which the body both responds inadequately to insulin and produces inadequate amounts of the hormone.

More than 3,000 participants were randomly assigned to receive either degludec or glargine once a day for 26 or 52 weeks. Of the total number, 2,899 patients received degludec, and 1,431 were given glargine. Nearly half of all patients on both drugs achieved targeted levels of blood-sugar control.

While the investigators are presenting this study for the first time, results from the previous seven trials were previously publicized. Novo Nordisk, the maker of degludec, funded the study.

Small businesses await health care ruling | Health and Fitness


* What is the impact on companies if the Supreme Court upholds the law ? or tosses it entirely or in part?

NEW YORK ? Small business owners will be watching when the Supreme Court issues its ruling on the constitutionality of the Patient Protection and Affordable Care Act. The overhaul of the nation?s health care system requires that by 2014 all businesses with more than 50 employees must provide health care benefits that are deemed affordable under the law.

Opponents of the act have targeted a key provision known as the individual mandate. It requires all people to buy health insurance or pay a penalty. The rationale for the mandate is that the more people in the health insurance pool ? in particular, younger and healthier people who need little health care ? the cheaper care will be for everyone. Opponents of the individual mandate contend that it?s unconstitutional to require people to buy health insurance. The court has the power to uphold the law or rule all or part of it unconstitutional.

With a decision expected this week, here are some questions and answers about how this affects small business owners:

Q. What will owners have to do if the law is upheld in its entirety?

Employers will be subject to the law if they have 50 or more full-time workers or the equivalent of full-time workers (two people working half-time are the equivalent of one full-timer). Small businesses that don?t comply with the law ? either by not offering insurance or by offering insurance that?s not considered affordable ? will have to pay penalties. To be considered affordable, the insurance must pay for at least 60 percent of covered health care expenses, and employees may not be forced to pay more than 9.5 percent of their family income (before deductions and adjustments) for coverage offered by employers. Penalties are set according to a complicated formula in the law; they start at $2,000 per worker when there is no coverage, with the first 30 workers excluded from the calculation. Companies also face penalties if they provide coverage that isn?t deemed affordable.

Employers get a tax deduction for providing insurance, but some business owners may decide it?s cheaper to skip the insurance and pay the penalty, says Paul Keckley, executive director of the Deloitte Center for Health Solutions, the health-services research arm of Deloitte LLP.

?You can lose the tax deduction, pay the penalty and be better off,? Keckley says. But he also points out that the penalties are scheduled to rise over time, and so eventually employers are likely to comply with the law.

The law also requires small businesses to provide what?s called an essential health benefits package. The states are permitted to determine what benefits should be contained in policies that are issued in their states. That means that businesses that have employees in more than one state will have to comply with each state?s requirements.

Employers can buy insurance from health insurers. Others may opt to join companies known as professional employer organizations, like Administaff or ADP?s TotalSource division, that provide health insurance and other human resources services. The law creates what are being call health insurance exchanges ? markets where employers and individuals can search for the best rates. John Arensmeyer, chief executive of the Small Business Majority, an organization that lobbies on behalf of small businesses, says the exchanges essentially give small businesses negotiating power on insurance rates that they haven?t had in the past.

Jeter reaches London in 100M, Felix just misses

EUGENE, Ore. (AP) -- A run-off for the final spot? Maybe a game of rock, paper, scissors?

With no protocol in place, there's no guessing how they'll break the tie for the third and final spot in the 100 meters.

Allyson Felix and Jeneba Tarmoh finished in a dead heat for the last U.S. spot in the London Games at the Olympic trials, each finishing in 11.068 seconds Saturday.

USA Track and Field officials were meeting late into the night to sort out how to break this sort of tie and who will join Carmelita Jeter, the winner in 10.92 seconds, and second-place Tianna Madison. Spokeswoman Jill Geer said she didn't know when a decision would be reached.

Originally, Tarmoh was declared the third-place finisher and the official scoring said she had edged training partner Felix by 0.0001 seconds. But the results were reviewed, and after a lengthy delay, the dead heat was announced.

In swimming, ties are settled with swim-offs between the two deadlocked opponents. Track has tiebreaking procedures for many of its events, as well, but this is a special case for which there is no written solution - a tie for the last spot on the Olympic team.

The USATF said in a release that two cameras are used to determine photo-finishes, one on the outside of the track and another on the inside.

In Saturday's race, the image from the outside camera was inconclusive for determining the finish because both runners' arms obscured their torsos.

The torso position is used to determine the finish.

The image from the inside camera, shot at 3,000 frames per second, was analyzed by timers and referees, who declared the tie.

Tarmoh was ecstatic right after the race, believing she finally eclipsed the sprinter she strives to keep up with every day in practice. She was even carrying around an American flag, which is handed to the Olympians.

Soon after, word began to leak out that Tarmoh's spot wasn't as secure as she thought.

In another corner of the venue, Felix was trying to come to terms with the idea she wasn't going to represent the U.S. in the 100. Asked what was going through her mind, Felix simply said, "Disappointment. That's the only thing."

Felix, who chose the 100 over the 400 as her second event, does have a backup plan. Her is signature event is the 200, which will be held next week. Felix is one of the favorites to finish in the top three. Tarmoh also is declared for the 200.

"The 200 has been my focus this year," Felix said, when she still thought she had finished fourth. "But I can't lie. I was really hoping that it would come together in the 100."

Tropical Storm Debby Forms In The Gulf

MIAMI ? Tropical Storm Debby formed in the Gulf of Mexico on Saturday, interfering with oil and gas production and putting officials on alert for flooding and strong winds from southern Louisiana to the Florida Panhandle.

At least one tornado linked to the storm touched down in southwest Florida, but no injuries were reported.

Debby was about 220 miles (354 kilometers) south of the mouth of the Mississippi River, with maximum sustained winds of 50 mph (80 kph).

The center of Debby is expected to linger over the northern Gulf during the next few days with no landfall in the immediate forecast. Forecasters warned of up to six inches of rain along the coast, with isolated amounts of 10 inches.

It was the first time four tropical storms have been recorded before July 1 during the Atlantic hurricane season since record keeping began in 1851.

Debby forced the suspension of 8 percent of the region's oil and gas production.

The government reported that nine production platforms and one drilling rig were evacuated. The suspended crude production amounts to about 2 percent of U.S production and about 0.1 percent of global production. The reduced production is not expected to impact oil prices unless the storm strengthens and forces more production platforms to close.

A tropical storm warning was issued for part of the Louisiana coast. Officials there have been monitoring the weather closely for the last several days. Some low-lying areas close to the coast flood easily in rough weather.

"We've already seen higher tides than usual," said Angela Rains, manager of the Terrebonne Levee District.

Near the mouth of the Mississippi southeast of New Orleans, Plaquemines Parish President Billy Nungesser said officials were making preparations to protect the main highway from tidal flooding.

A tornado touched down in Collier County in southwest Florida and forecasters warned other twisters were possible.

Several homes were damaged and tree limbs were down, The Naples Daily News reported.

"This is quite common with this type of storm," said senior hurricane specialist Stacy Stewart with the National Hurricane Center. "They tend to not be very large or long-lived, which can be difficult to detect on radar. So people need to keep an eye on the sky."

Out in the Gulf, Anadarko Petroleum removed all non-essential personnel and expects to close four facilities in the central and eastern Gulf by Saturday. Chevron, Royal Dutch Shell and Marathon Oil said non-essential personnel were being removed but production was not being affected. ExxonMobil reported that its operations were unaffected.

Alberto was the first storm this year. It formed off the South Carolina coast on May 19, almost two weeks before the hurricane season officially began June 1.
