Palestinian electoral officials in Gaza

GAZA CITY, Gaza Strip (AP) ? Palestinian election officials from the West Bank have arrived in the Gaza Strip to prepare the way for long-overdue elections, a key step toward repairing a five-year rift between the two territories.

Delegation official Jamil al-Khaldi says his team entered the territory Monday to update voter records. He says they will need at least six weeks in Gaza to carry out the mission. The hope is to hold new elections within six months.

Gaza and the West Bank have been divided between two governments since Hamas militants seized Gaza five years ago from President Mahmoud Abbas' forces. Abbas now governs in the West Bank.

The rivals agreed this month to form a technocrat unity government until elections are held. Similar agreements have failed in the past.

California Supreme Court Rejects Calls From Law Enforcement To Review Dispensary Case

People v. Colvin Affirms That Dispensing Collective Members Are Not Required To Help Cultivate Their Medication

In a major victory for medical marijuana patients, the California Supreme Court denied review yesterday of an important dispensary case out of Los Angeles. Rejecting calls from State Attorney General Kamala Harris and law enforcement to review the Court of Appeal ruling in People v. Colvin, the California Supreme Court upheld certain protections for medical marijuana patients and providers. The Attorney General had argued that some undefined percentage of patients were legally required to participate in the operation of the medical marijuana dispensaries in order to obtain medication from them.

The landmark ruling in Colvin held that the Attorney General?s argument that member-patients must engage in unspecified ?united action or participation? to qualify for protection under the state?s medical marijuana law would likely ?limit drastically the size of medical marijuana establishments,? and provide ?little direction or guidance to, among others, qualified patients, primary caregivers, law enforcement, and trial courts.? Furthermore, the Colvin Court held that the Attorney General?s requirement would ?contravene the intent of [state law] by limiting patients? access to medical marijuana.?

The Court of Appeal also held in People v. Colvin that, ?collectives and cooperatives may cultivate and transport marijuana in aggregate amounts tied to its membership numbers.? In addition, the Colvin decision affirmed that possession of extracted or concentrated forms of medical marijuana was legal under state law.

?The decision not to review People v. Colvin should now put to rest this unfounded notion that patients must ?till the soil? or somehow participate in the production of the medicine they purchase at a dispensary,? said Joe Elford, Chief Counsel with Americans for Safe Access (ASA), the country?s leading medical marijuana advocacy organization. ?This landmark case also affirms the right of patients to purchase extracted or concentrated forms of medical marijuana and the right to transport medication from an off-site cultivate site.?

A number of medical marijuana dispensary cases were granted review by the California Supreme Court earlier this year, including Pack v. City of Long Beach, Riverside v. Inland Empire Patient?s Health and Wellness Center, and City of Lake Forest v. Evergreen Holistic Collective. The Pack case addresses issues of federal preemption, which have already come before the High Court, whereas the Riverside and Lake Forest cases address the issue of whether localities have a right to permanently ban dispensaries.

?The Colvin decision has far-reaching, positive implications for medical marijuana patients and providers,? continued Elford. ASA is currently appealing the conviction of Jovan Jackson, a San Diego dispensary operator who was tried in September 2010 and denied a medical marijuana defense. ?The Colvin decision is bad news for the Attorney General, who was relying on the same argument in the Jackson case.? There are also other trial court cases that will invariably be affected by the Supreme Court?s decision not to review the Colvin case.

Frustrated College Teacher: Student's Writing Skills Are Terrible

This is a series of two different interchanges with a college professor whose name I will keep confidential. I believe she expresses her concerns well and that they parallel what I said in my article Instead of Lowering Bar, How About Teaching Students To Write Correctly??

Texas? new curriculum standards for English/Language Arts/Reading that were passed in May 2008 now require the systematic instruction of correct grammar, usage, spelling, and expository/persuasive/research writing.

This year?s ninth graders through Kindergarten fall under these new curriculum standards, but the present sophomores through seniors are examples of students taught the ?old? curriculum standards that have been in place in Texas since July 1997. It is these students who undoubtedly reflect the same lack of English proficiency that this college professor describes.

We are hopeful in Texas that in a few years our high-school graduates will impress their college professors by demonstrating real proficiency with the English language.

Here?s the letter I received on May 19, 2012.

Hi, Donna,

I am a college professor who teaches ALL writing and reading intensive courses in both criminal justice and sociology.

I paid a visit to the Director of Instruction (D.I.) of English curriculum at a large public school district a month ago. This was done at the urging of the high-school principal who is very concerned about the lack of correct grammar in students? writing and speaking.

I told the D. I. that, as a university instructor, I deduct the first 20 points off for grammar and spelling on ANY paper students submit to me for a grade. Students are always horrified and don?t believe that I will do it until they see it on their first set of returned papers.

After mid-semester, students begin visiting the tutoring and writing centers for help and review of their papers before submission. But, the papers STILL come in with many errors, and I receive word from those tutorial groups that the students HAVE been in there!

Seldom does a student make above 80 on any written assignment turned in to me. When they make 85, 90, 92, or 98, I really praise them and usually in front of the class. I tell them to set up their own tutorial services and charge at least $20/hour. Everyone laughs! But, they know that I am serious.

What it tells me is that there are incompetent people in the tutoring and writing centers as well. Too often, the tutoring centers do not have English proficient people in there? maybe they are math or science tutors but cannot help in English grammar, even when the student makes an advance appointment.

I count off for run-on sentences, sentence fragments, incorrect sequencing; mis-use of semi-colon and comma, spelling, and verb tense change in mid sentence. I warn them that after the second typed line of the sentence, they are treading in very dangerous waters; the possibility of a run-on sentence is increased dramatically!

You would NOT believe how many of them use text messaging in their papers now, like ?til? for ?until? or ?u r? for ?you are? or ?your? for ?you are.? ?I carve up the papers. It looks as if I stuck my finger with a pin and dripped blood all over the pages.

The older students are very appreciative for the analysis. It takes me hours to do this. But, I encourage them to look over their first papers, find out what they did wrong, and NOT to do it again. I tell them to read aloud their own papers; they will catch many of their own errors then.

I warn them days in advance: NO contractions in formal writing; use ?who? for people and ?that? for things; we shouldn?t be writing the way we talk.

The English department was VERY surprised when they found out the way that I grade. I told them that I have done this (and am STILL doing this) at the various college campuses where I have taught. I will continue doing this. My students are going to learn how to write, one way or the other. Most every job requires writing.

A number of police officers in my city had problems because their written reports were so poorly written that they were not admissible as evidence in court. It could not be determined whom the policeman was talking about or what he/she was trying to say. So now, the police academies have an instructional block on ?writing.? It has become a REAL problem for the D.A.?s office to prove a case because of the very poor use of the English language in the officers? reports!

Students tell me that they have not been trained in grammar since 4th grade! ?In high school, the grammar books stay under their chairs all semester. When I was teaching high school, we used them every week! What is the matter with our English teachers?

One teacher told me that her department has been told to teach for creativity and to forget about the specifics of grammar; it will come to the students LATER! ?English teachers are being told to do this! I am hearing this from teachers in various districts. It is shocking to me.

We also EXPECT for these kids to come into college already KNOWING how to operate the library software. We should not have to teach this to them again, but most of them don?t have a clue how to operate JStor, Ebsco, or any of the major library programs.

Students have never seen a peer-reviewed article. Our public school systems are paying a FORTUNE for these fancy software programs. Are only the administrators using them? At best, the kids are getting a brief explanation of what is there, and that?s it ? instead of being given a research project where they have to show documentation from peer-reviewed articles, as well as newspapers and magazines, covering their subjects. Are only the students at the gifted and talented levels getting the benefit of this product?

People connecting to the ISP RCom own werent able to see some of the most popular websites such as Twitter and Facebook the other day and instead they were redirected to a warning page created by the hackers.

NEW DELHI: Users connected to the web through the network provided by Reliance Communications (RCom) could not access popular websites like Twitter and Facebook on Saturday morning after hackers allegedly belonging to a group called Anonymous hacked the company?s servers. When users typed www.twitter.com or www.facebook.com in the browser they were redirected to a page put up by the hackers that warned Indian government and internet service providers ?not to mess with free speech and lesser with Anonymous?.

On Friday, the hackers had released a list of websites and weblinks that were allegedly blocked on RCom network even though there was no legal mandate to do so. ?We are investigating the matter and taking appropriate actions,? a spokesperson of RCom told TOI.

Anonymous, a loosely-knit hacker collective, has been in the news for the last two years for high-profile attacks on government websites across the world to protest what it perceives as web censorship.

In the message to web users, the hackers said, ?People We for 1 entire week attacked government websites, run by your money and no one in your government cared, then we decided to hit the Rich guys in the entertainment and IPL and Reliance and your government sprang into action. Shame on this government.?

Last week the Anonymous hackers had attacked tens of Indian government websites, including the Supreme Court website, when several ISPs in the country blocked some file-sharing websites after an order against piracy by Madras High Court. These hackers were using a Twitter handle (opindia_revenge) to communicate with the world. However, after some time the account was suspended.

The hackers said that Twitter suspended the account after a request from the Indian government. ?We tried to do a slow, non violent protest and government decided to cover out mouths we will not sit idle while our freedom is take away. When we started to speak truth, the government of India forced our online twitter account @Opindia_revenge to be suspended,? noted the message on Saturday.

?We give you 24Hours at maximum to give our twitter account back and apologize? Give @OpIndia_Revenge BACK,? the hackers said in the message. Now, they are allegedly using @Opindia_back on Twitter.

On Friday, the hackers had held a virtual press conference in an internet relay chat room. Apart from releasing the block list allegedly maintained by RCom, they also called people to protest against web censorship in the real world on June 9 by wearing Guy Fawkes masks.
